What is the best program to create a layout (background and other elements)?

I want to create my own components to a mala layout but I'm unsure what the best method is. I've seen a lot of great examples and I could probably make a decent one in ms paint:p but what would be optimal?

Photoshop/gimp?
Illustrator (or some free alternative)?

I use Photoshop for all of mine, once you get the hang of it, almost anything is possible, if you need to know where to get it PM me

I've used photoshop before but mostly for photo manipulation.

Creating things from scratch in ps will be the hard part for me.
