It should do that fine. (I take it you've got a European PAL or Japanese system?).
A little quick research shows that it just seems to disable region protection for any console. Buy at your own risk.

Plug the ST-Key into the cartridge port of your Saturn console and unlock the world. A little history
A couple of days after Sega released the Saturn in the United States, NCS set to work on deciphering the territory lock between the Japanese and USA models. It took about 30 minutes to inspect both pcboards and isolate the jumper settings that differentiated between a USA and a Japanese console. The alternative to the ST-Key is a switch modification from NCS, based on our original work back in the day. From that early beginning, NCS went on to decipher four additional Saturn pcboards and their jumper settings through the years that the Saturn was still in production.
