A.P.B. question

I recently got an A.P.B. game and after talking to Frizzle my light bar on the top of the game lights up, but it does not flash like the other A.P.B. games do. anyone got any ideas on that before I rip it open and see if there is something missing. Any help is of course greatly appricated

Somebody probably pulled out the control board for the lights and installed just a regular marquee light.
