Walords cocktail cabinet video problem

So I recently got a Warlords cocktail cabinet.  The machine itself looks fine I guess, but when you start it up the graphics are all corrupted.  I read the stickies and everything, but I think this is a problem with the game hardware as opposed to the monitor (but I don't know much about arcade machines).  Picture below; anybody know what I could do to fix this?
