Getting Powerstrip (or Soft 15khz?) to work right at startup

I played around yesterday with Powerstrip and finally got my RGB monitor working. The only thing is at startup, I am getting a double screen (because Powerstrip has not started yet). Im wondering if the pay version would allow me to have the correct resolution (640x480 interlaced) starting at the bios or if another program like Soft 15khz would allow me to do this.

No, since they are Windows programs they can not possibly load until Windows boots.  You have a few options though.  You can find an old PCI video card and put it in there.  Set the bios to use that for booting (and don't hook anything up to it).  Then in Windows, disable the PCI and use the AGP card.  You won't see anything during bootup but it will protect your arcade monitor.  You can also get something like a JPAC which filters out resolutions that could harm your CGA monitor.
The 3rd and simplest option is to get an ArcadeVGA card which has the correct resolutions built into the card's bios so they will automatically be shown during boot.

Okay...makes sense.

What about running Instant Sheller and using a completely black screen to replace my boot logo. That way, the doubled image should not be visible.

That might hide the double image better, but personally I would be more concerned with damaging your monitor by frequently feeding it an out of range signal than seeing the double image.

4th option: have a timer delay the switching on of your monitor. Or manually switch the screen on when you are sure it has booted up.
