GPWiz49 not showing up until unplugged/replugged. Advice?

It's been a while since I've cranked up my MAME machine.   I decided I'd play today, but none of my buttons were responding.  After some back and forth, I unplugged the USB cable then plugged it back in.  Then went into Control Panel>gamepads (or whatever it's called) and refreshed the devices and the GPWiz49 showed up (the machine is running Win98 BTW)

I thought all was good, but upon rebooting, I had the same problem.  This time I went into the game controller window and hit "refresh" but nothing showed up.   I unplugged the USB and then plugged it back in again and then hit 'refresh' and sure enough, it appeared.

Any idea what's going on?  I've tried two difft USB ports with the same results.  Any ideas?
No crap, don't put your kids in a real fridge.
