Contra marquee

I have someone local to me that is able to print a contra marquee for me but I was told that the one on local arcade needs to be "finished" something along the lines of sizing it properly so its not pixelated and dusting it. I know nothing about anything of this sort and I was hoping someone here could help. Thanks!
