Cheats in MAME plus

When I use the command line version of mame32 plus I can not get the cheat option to show up in the tab menu.  when I use the gui version I can.  In mamep.ini I have cheat set to 1 and the path to cheat.ini is correct.  any help is appreciated as this is annoying the shizzy outta me. ???
