If your only planning on doing this one project, then you should borrow the tools from someone else.  If you don't have anyone to borrow from and you just want the cheapest tools to do this one project, then searching garage sales and buying cheapy stuff from harbor freight should allow you to get all the tools you'll need for around $100.

That's just the tip of the iceberg, partner.  If you're already grumbling about $200 for the tools, this may be the wrong hobby for you! ;D

If your worried about the cost and don't have access to any tools, it may be best to buy an old gutted cabinet for $50-100 and convert it to suit your purposes.
