I'm guessing the KLOV entry is incorrect and this is really the artwork for SI part II. Look at this japanese flyer:

Apparently there is since there's an American flyer for it. Artwork matches up. The cabinet shown on the flyer has the same arwork, but appears to be the same photo as on the Japanese flyers, so it may not mean much.
I'm not sure where Spacejockeys is at, but I'm guessing Europe got the same english-language version of the artwork that the US did.
With some of the popular games region becomes a moot point anyway since many were shipped wherever to fill demand. Just look at how many Crazy Kongs show up in the US.
BTW, I'm lost when it comes to Kanji, but the japanese version translates (left to right) to "1 Player", "2 Player", "Control", and "<something> button".
