DON'T DO IT!!! That's the guidance I and almost all the other guys will give you.
Hacking a keyboard is difficult extremely time consuming and no cheaper than buying something like a Keywiz. http://www.groovygamegear.com On top of that you will suffer from key ghosting and key blocking. Many games will simply not play properly on such a setup. It's just not worth it.
Keyboard hacking was somthing from the stone age of cabinet building, when we had no other option.
Get a Keywiz....

here's a pic of my almost complete CP of my first mame project.
Happ's street fighter joy/button kit from ebay, X-arcade trackball and buttons,transplanted from their premade console.(ebay)
Too bad you cant see the black buttons in pic. at the top in the center i have a desk drawer key lock for it. i also have a toggle switch(underneath) disabling the COIN buttons on the CP so only the coin slots work, just in case niehgborhood kids wanna play.
I also used 1/4'' aluminum to trim around cp, instead of t-molding. i like it better.
and i LOOOOVE THE CUPHOLDERS..lol.very thick and sturdy. they will even hold a double gulp from 7-11

Ok so here is my control panel
Its simple, clean , Street fighter 2 layout With neogeo buttons.
Flight stick for all games such as space invaders, afterburner, or even scrolling shooters.
2 sets of fire buttons so eithe rleft or right handed people can play with the flightstick
Full pinball flippers on each side, plus plunger and light gun.
