did skip_disclaimer get deprecated (i've jumped from like mame .61 to mame 108 recently -- boy did I miss alot!) or am I just doing something wrong? Or does it go by a new name/switch now?

Yes, skip_disclaimer no longer does anything. You have to edit the source to skip the disclaimer screens or use a FE that can support skipping.
