need help with ipac 4 shift buttons

i done some search but didn't find answer i needed.

i tried both usb and ps/2 and the problem is still there! (which one is best? usb or ps/2?)

normaly when you press player 1 start button it doesn't respond in mame when you hold it but if you release the button it will respond, that's how shift button works but when i press the button in ipacwin the button lights up for 1 second then goes off even if i am still holding ht buttons. same problem for player 3 start as well.

how do i fix this? please let me know if you don't understand me.
