It is unavailable in mame. You will have to use the original MsPacman and Galaga roms separately in MAME.

It's 20pacgal.zip, but as said above it's not in Mame, or likely will be for a very long time.

Removed about 30 revisions ago, I think it was galagads - do a search on MAWS whenever Mameworld comes back, or use www.archive.org to find it.
