Sounds like a dip switch setting is stuck on or off. Flip a few of them till it comes on then reset.
*bad* advice. Get the manual, check and see if the dips are correct, first of all. You don't want to just go flipping the dips willy-nilly.
Actually FIRST of all, make sure that the board is getting the correct voltage. Take a multimeter, and measure @ the JAMMA harness (on the board, if possible) to make sure the board is getting enough juice. You want to see ~5.18 volts DC. If you don't have a multimeter, beg, borrow or buy one. You can get one for ~$20, depending where you go.
If it's off, there should be a knob on your power supply to adjust to the correct level. There is some level of fuzz factor, so if it's reading 4.89 volts, likely that's not enough, turn it up. If it's reading 5.09 volts, and is still not coming up, there may be other issues.
After you verify your voltage, and if it's correct, let us know.
