I noticed on some empty cabs I have had there have been steel cables that are ran to the monitor area. Do I need to connect one of these to a monitor if I am installing one. It is an electrohome G07, and if I need one does it connect to the ground on the power supply?

The short answer is yes.
All the metal in the cab should be run back to the center, ground lug of the wall plug. This includes metal control panels, speaker frames, and monitor frames.
