Were all Nintendo's Player & VS games released first on the NES & then later in the arcades, or do I have it completely backwards?

Depends...
Super Mario Bros was available in arcades before it was available for NES in North America.

But whether or not it was already available in Japan for the NES (which they called the Famicom) that I don't know.
