I shorted my power supply by cutting off a power connector while it was on
It won't come back on. Is there some sort of internal reset that has to take place after awhile, or is it a goner?

Arcade power supply or PC power supply? PC power supplies have fuses inside, and I'd be quite surprised if arcade power supplies don't as well.
