Mame Keybord Config. Help

How do I configure what keys do what In mame? I looked for a keybord config file but could not find one...HELP!  ???

Within a game, hit the TAB key.  You can select:

Input (General) - to change keys for all games
Input (This Game) - to change keys for that particular game

Do the keys stay configured even when I restart the computer/close out of mame?
