Blocked bots on Art Library

Due to some aggressive downloading, hack attempts, etc, I've added some IP blocking against known bots & anti-security bots to the arcade art library.

If for some reason you experience difficulty using the art library in the near future, please let me know via PM, and I'll make sure it doesn't have to do with my efforts.

I don't know if you've done this, but maybe you could look into limiting the bandwidth as well.  Most leeches are impatient and will go look elsewhere.

There are a lot of checks in place. I just want them to make a minimal impact on the average user, though.
