Don't want to get too far ahead!

Okay my cabinet is ready to be but together now I am just wondering if there is a rule for the shelf under the tv? I won't be getting the 27" tv for a week so should I hold off on the shelf and just build the rest? Sorry haven't had many tv's so if they are just about all the same I will use my house tv to help me set the shelf in place. Is it as simple as setting it above the control panel and perpendicular to the angle on the side of the cabinet? Any gelp would be great! Thanks in advance.
