Public release - DATMaker

Hello guys, I came to announce that I wrote a cool little program to make clrmame DAT files for any kind of filetype. I wrote it because I wanted to add my Atari 2600 roms to Lazarus and datutil would only write them if I zipped them first. So, out of this necessity my DATMaker was born.

Ever since, I've found a couple more user for it, like addind flash movies and external programs (PC Games, Arcade Jukebox, etc).
