Road Fighters 3d with Spice Tools question.

Hi Everyone,  Happy New Year. I was playing this one game the other an noticed an issue: when I choose the Tokyo course (track 3) the game crashes while loading the track with the below error message.

The weird thing is this file (eff_arrow_L.particle_gti3particle.bin) does exist in the folder, so I'm a bit confused why it's saying it can't be found. Has anyone else experienced this issue with this game? Any help is truly appreciated. Thanks
