Happ 3” Trackball Y Axis Trouble

The Happ 3” trackball in my MAME cabinet stopped working in the Y axis. It’s the USB/PS2 type and I’ve always had it plugged into the PC running Hyperspin/MAME via USB. I tried booting into the BIOS to eliminate a windows issue as well as trying the PS2 connection. Neither solved the problem. The really strange part is the trackball works fine if I plug the USB into my laptop. Any help is much appreciated.
