CRT v-hold overly sensitive and won't hold

Working on a 1992 Lethal Enforcers with a CRT. When started, the image begins to roll. I tried adjusting the v-hold pot but it's so sensitive that I can't get it to stay where I want it.  Any ideas on how to fix?   I really appreciate any suggestions.
