Kortek MP-KT2182 chassis - no image, ticking

I've seen some great troubleshooting on an old thread that I tried to follow for my situation, but it seems mine might be a little different.

My monitor went out the other day.  Pulled the main board (Kortek MP-KT2182), plugged it in on the workbench and I get ticking.  I found the Horiz Output Transistor and it's a 5 pin.  VCC (+50V) and drain voltages are not steady.  Outputs from the main transformer are also not steady.  I don't have the tube or neck board connected, if that makes a difference.

Where should I go next in troubleshooting?
