Neo Geo 6 slot HDMI Converter Sync issue

I recently picked up a 6 slot Neo Geo arcade cab with no monitor in it. I put in a 32" Samsung HD TV, new power supply and bought RGB CGA EGA to HDMI HD converter board. I currently one game in it - Metal Slug X in slot 1. Everything works great except the video bounces/shakes and messes up intermittently.  It will work perfect for a couple of mins and then it will go back to bouncing/shaking. I've adjusted the voltage but no change. I tried connecting the converter to a separate power supply - no change. Any idea of what would be causing it or where to look next?

An arcade monitor will fix that problem.
