Updating cab - questions

I built a cab >12 yrs ago. I booted up for the first time in a while this weekend and had some issues. I want to update/reconfigure my old PC and I'm looking for input. I've read through a ton of posts about GroovyMame, CRTEmu, etc. (all new to me) but the volume is a bit overwhelming.

Assuming I restart fresh with Win7 64bit and all new v0.211 roms, what is a reasonably priced system that will perform well.

I'm using 2 joysticks, 1 trackball. Mostly classics, although it would be nice to run mortal kombat and newer street fighters at full speed (which I couldn't do with my old hardware)

I am using an old CRT tv via the svideo out on my old AT Radeon card (I think it's a 4000 series card).

I can look up minimum specs, but what would YOU purchase for CPU, Mobo, GPU. I'm looking to keep this down to a few hundred $$ at most - don't want to build a high end PC gaming system, just Mame emulation.
