New LCD monitor Vertical refresh

Hi guys,
Quick question, does any LCD monitor manufactured after 2015 which specifications says vertical refresh 56 - 76 Hz actually support any refresh between these 2 values?

My guess -- only if it supports adaptive sync. (G-sync/Free Sync).
