D9200 with an Arcadevga3000

Hey guys I am looking for a little help here...
I am using a D9200 with an Arcadevga3000

Of course I am have trouble with it as I was using window 7, then 8 and now switched to windows 10.
With that being said I can go back to 7 or 8 but I do not want to go to XP (for driver related issues)

 I previously had the D9200 on a older Arcadevga card/older PC(worked perfect).... both have died hence the upgrade...(plus I wanted more power).

I have the Driver loaded and can seem to switch resolutions with quick res but something is not right as all vertical game are stretched so the top and bottom are cut off (yes DirectDraw is being used and hardware stretching is off)
Whats the best way to troubleshoot this? Whats the resolution I should be using with Pacman? Anyway to setup a control environment to test?
oddly enough when I set the resolution to 384x288 it looks good why would that be?

I did use arcadeVGAres to generate the ini files..(is there a better method?)
I want to make sure this is a dead duck before exploring things like groovymame or soft 15khz unless we can use them to trouble shoot.

Any thought would be greatly appreciated including other methods..

GroovyMAME is your best bet.  There is a setting for the D9200 monitor.
