Bolts - Slightly off topic...

Hi,
I wonder if any of you competent and more DIY'ers can help me.

I have an gate post that needs reattaching. I've refilled the hole in the brickwork with quick set concrete as it was worn and much too large. I've then drilled using an M10 masonary bit as the metal rawlplug/bolt was M10 (10mm) from the last one. However the M10 hole is smaller than the rawlplug (marked M10) it seems. Is that correct and I should just hammer/force the M10 rawlplug into my M10 hole?

OR Does an M10 rawlplug actually hold an M12 (or M14) bolt and I should actually drill a larger hole to accomodate the rawlplug? I realise I don't want to make it too loose or the plug won't hold but it doesn't seem it'll fit in the current M10 hole...
