IPAC doesn't load

So I bought a 15 year old Arcade Console from my Bro-in-law to use and look at while I created my own.  We disconnected the PS2 cable from the joysticks and PC and transported 600 miles in the back of a minivan.  Put control deck back on and reconnected the cables and now when games load I get an error message stating that the IPAC failed to load; reconnect the IPAC.  Tried reconnecting the cable but nothing happens and I get the same error message.  Am I missing something here?  Thought I knew more about computers than apparently I actually do.

Any help out there where I can start trouble shooting?
