Video Glitches in Ridge Racer

I recently bought a broken Ridge Racer and have managed to nurse it back to functioning.  It still have some graphical glitches.  Like this:




During play there are some glitchy lines in the video.

Are these PCB related or Monitor related do you think? 

They don't seem to appear on the monitor test screens:



Any help is appreciated!
