MAME "left shift" Ipac confusion

Why is it that when I hit left shift in mame it shows, "left shift right shift"??

I am trying to program my ipac and for switch 1.  Ipac requires left shift but when I left shift it shows, "left shift right shift."   According to Ipac I need left shift only.

I am dead in the water until I can figure this out.
