IceBall TARGET BOARD RESTORATION - Can you help?

I just picked up a used IceBall machine.  While the game plays fine it needs a cosmetic makeover.  While a target board is available, I just cannot spend the cash for a replacement at this time.  I would like to restore the existing target board but I am not sure what it is covered with.

It looks like the surface is covered with a thin plastic film with a thin foam backing.  Does anyone have an IceBall machine that can verify this?  I do not know if the surface on my machine is an original factory finish or something that a previous owner applied.  ICE corp will only tell me that I can purchase a replacement.  If my finish is factory original, I was thinking about replacing it with a control panel overlay type of material.  I was also considering a thin layer of firm felt underneath the cpo material.

Any suggestions would be appreciated.
