You have basically two options:
- Option 1: adjust by hardware. The Polostar allows adjusting the horizontal phase of each range individually. On your monitor's chasis, find the East-West board, and on it, the RV1 pot. This will allow you to center the 15 KHz range on the horizontal, while leaving the others (25, 31 kHz) unmodified.
- Option 2 (recommended): adjust by software. Edit mame.ini, set the 'monitor' option to 'custom', and edit these lines:

crt_range3 31500-31600, 50-65, 0.170, 0.350, 5.500, 0.040, 0.040, 0.640, 0, 0, 400, 512, 0, 0
Now, the values in black, are the ones that you need to tweak in order to center the 15 kHz range. To shift it to the left, you need to increase the first one and decrease the second, e.g. 3.800, 0.400, 5.400.
You don't need to mess with VMMaker anymore, this is just a matter of editing mame.ini and launching games to try.
