Sega Bass Fishing Error 3

I have a Sega Bass Fishing Deluxe Arcade. Upon startup it runs through some tests. First "Network OK", then "Initializing Machine" and immediately after this hardware check it gives an error of "I/O Board Trouble Code [e9]". When I got it, it was fairly dirty and had been sitting a great while. What looks like the sound board was uninstalled and laying inside.

Does anyone know what this error is? I tried a few google searches, but alas, Sega Model 3 Arcade's aren't that common I guess.
