Newbie forum question

I just joined this forum, and noticed that I can post in most areas of this forum, but not in the Buy/Sell/Trade.
Forgive what's likely a stupid question stemming from not reading the rules somewhere, but why is this? I do have some used CRT monitors that I'd like to offer for sale.
