Is white on a marquee clear or white?

I'm looking at http://arcadeartlibrary.com/arcade_art/details.php?image_id=1475 and I'm wondering if the white all around will look okay.  Will that be white when it's printed? Will it be too bright?

I believe that white on a marquee is actually printed white, not clear. Clear would allow you to see INTO the top part of the cab, which would be bad. White diffuses the light from the bulb properly.
