Computer question

I got an old computer from the dump, when it starts up winxp a screen pops up with the former companies Electronic Mail Policy you hit OK and then windows loads fine. My question is where would I look to get rid of this pop up? It is Not in the Startup folder, I can't find it anywhere.
Any ideas?

blanking out the registry values listed here should do the trick.

Or a re-install of the OS might not hurt.  As long as you have a license for XP lying around, a fresh start is probably a good idea.

Type msconfig in the command prompt
Then disable it in startup

i would do a reinstall of xp lite. or similar trimmed down xp.
