VICE - SDL Compile?

Anyone ever successfully compile VICE (Commodore emulator) - the SDL version - on windows?  Trying to do it but having some issues...

(it compiles, but doesn't run and is throwing some errors during compile about the manifest being unreadable...which I don't understand.  All other issues I took care of..)
