If you don't need a trisync, I can probably get you a 27" (manually) switchable CGA/EGA for somewhere in the $200 price range. I don't think it has any burn, but it's not mine, so I can't speak with 100% certainty as to its availability. It would also be in the Indianapolis, IN area.
You can use a TV for this. They'll do CGA only, and you'd need a converter of some sort (either RGB to YPbPr component or RGB to S-Video) to hook it up generally. Results are pretty good, and you can use any TV you find on the side of the road in working order.
As for using an LCD, keep in mind that most LCDs are 16:9 while arcade games are 4:3. This means you'll only be able to put an ~24-26" LCD in that 27" CRT opening, and then you'll have to barn-door the games if you want things to not be stretched (making squares look like rectangles and circles look like ovals) leaving you with a picture size roughly comparable to a 19-21" 4:3 setup. Of course, if you can find a properly sized 4:3 27" LCD (good freaking luck - I'm not sure they were ever made), that's not an issue.
Used arcade monitors show up all the time in varying states of [dis]repair. If it's not burned and generally operational, they can usually be made to work pretty well. Just keep in mind that most used ones won't generally be trisyncs and will do only standard res (CGA).
