Someone wanna tell me why Soft15khz is even necessary for using a CRT TV on a Nvidia graphics card? Nearly every modern graphics card that is not built into the mobo features S-Video/Composite output, all controlled by the graphics card.

Because S-video looks like ---steaming pile of meadow muffin--- and composite video is even worse.
Soft15kHz (or an ArcadeVGA card) allows you to connect RGB video which is the ultimate in picture quality.
Oh, and this belongs in the Monitor section....
