mame games play with a slight lag?

Hi,
Have a couple of other posts in here with regard to my radeon 9250 causing problems.
Finally got it sorted but have noticed that there a slight lag when playing some games, I notice it on rolling thunder.
It seems to happen every few steps I walk there is a bit of a pause.
It was working fine a while back.
It could be graphics card related, I am thinking of ditching the ati radeon and buying something else.
The problem is I need a pci card and everything seems to be PCI-E?
Anyone any ideas on how to fix this?
Any suggestions for a decent cheap graphics card much appreciated also.
