Something was miswired in the cabinet.

You have some 74LS273 chips and a 74LS05 along with some resistors making up a resistor ladder on the video outputs. Check the resistors and replace any that are open or have drastically changed values. Replace the 74LS05, fix the burnt traces, and then see if you have video output. If you don't, then change the 74LS273 chips.

I can do this for you if you aren't comfortable working on a board. I charge $35 for most non-surface mount Neo-Geo repairs.

So today after fiddling around with a few of my machines, I decided to hook up the Neo 2 slot board to my Dynamo cab, and IT works with NO issues...The only thing I did to the board was wipe some of that charred residue from the solder side and thats it. But my question now is why would it work perfectly fine in the Dynamo but have a ghosting image in my 4 slot cabinet? At first I thought the -5V connection in the Dynamo made the difference but I disconnected the wire before I plugged it in....Any thoughts?

Check the video ground connector on the harness for a burnt contact... then check it for continuity from the contact to the monitor.

After that re-cap the monitor.
