MAME erases cfg (back to default)

Mame cmd line version with Quickplay as a frontend.
Xbox 360 wireless

Controller not powered on and start MAME. (Input cfg is set at n/a)
Turn on controller and restart MAME. (Input cfg back to default)

I could set the cfg to read-only but wondering if there is any other way from having MAME setting my cfg to default?

Now I may be reading what you are asking completely wrong but I would use the ctrlr file.  There is a tutorial in the wiki here that explains how to use it.

wondering if there is any other way from having MAME setting my cfg to default?
This is from the above link:
Mame rewrites the cfg files every time mame is run, while the ctrlr is not changed by mame ever
