Problem getting monitor to work

So I have a 33" arcade monitor that i have hooked up and it works. I turn it on and it shows green lines go across the screen. It is jamma. I have the pcd and a VGA breakout cable to use to connect to the jamma pcb. When ever i plug it in with the soft15khz and set to the 600 by 480 resolution it does nothing really you can tell it changes when i plug it in. But it stays the green wavy lines. Any hints would help out. I can post my monitor if needed
