You said you reset the BIOS. Have you tried removing (disable) the FDC from the bios and physically remove power from the FDD. Also remove the FDD from the boot up sequence.
Thanks for the input but I'm not sure what you mean! (FDD? FDC?) I reset the BIOS by just taking out the battery and turning on the power.
I connected the HD from my 'good' pc to the mentioned pc and it booted right up to the screen where you select which user you want. I could go any further because the mouse and keyboard where strangly unresponsive. A lack of drivers maybe?
Anyways I put it back into the good pc and I started getting boot file missing messages!
I lot of shouting and booting later I finally got it working again to be able to type this. I wont be doing that again in a hurry 
I also tried putting the samsung hd on the good pc and the POST screen wouldnt even come on so I decided not to take that any further.
Im still not sure whats wrong because the samsung HD has windows setup files on it. It just wont boot into the second half of the set up.
Thoughts anyone?

I did not mean for you to take a HD out of a working PC.
I some times take forgranted.
I have at least 4 small 6 and 7 gig HD's with XP pro on them
I only have them around because I have them. ( if that makes any since)
I get a old PC given to me ... I like to toss them in 1st thing just to see what happens.
Most time it boots right up and finds new hardware and starts windows desktop.
I have them marked
XP PRO no service PAC
XP PRO SP1
XP PRO SP2
XP PRO SP3
nothing else is on the drives.
I also reinstall windows on them from time to time just for the heck of it.
I am a person that can not sit for long...
