Need help diagnosing problem with LCD computer monitor

I have a Dell LCD computer monitor (e171fps ...I think?) that takes over 10 minutes to "power up" and display an image after I turn on power to the CPU.  I can see it flickering between two shades of near-black before the display turns on.  The same thing happens when it comes out of hibernation.  However, it seems it doesn't take as long if it hasn't been in hibernation long or if I restart the computer...kind of like it needs to be "warm" before it will display an image.

Can anyone tell me what the problem is?

problem most likely caused by fault 'lytic caps in the smps.

look for domed caps/evidence of leakage, etc...

Don't buy caps from radioshack get them from mouser.
