screen progressively squishes further down the screen

On this polo 25", the screen is squished slightly on the lower part of the screen.  It seems that it is progressively squishing.  This is noticed in the game and in the test mode.  The attached pic is from the games test mode.  I physically measured the distances between the horz lines and the top to 1/3 is 5 1/4", 1/3 to 2/3 is 4 3/4" and 2/3 to bottom is 4".  For comparison, I checked in mame and the grid's upper, middle, and lower boxes are the same size (meaning the distances between each horz line is equal). 

Is this just a cap issue (or typically a cap issue)?  I'm sure this needs a cap kit, and I am getting and doing one (I am aware of polo's cap issues).  I just want to order other parts at the same time and do it all at once if it is something else (perhaps vertical deflection chip?).

have you tried the vertical linearity pot yet (rv102) on the main chassis by ic103

No I haven't as I didn't know such an adjustment was available.  I will try that ASAP, but right now the cab is completely disassembled and the monitor is on the floor...
